Admission criteria for offers

Eligibility criteria

 

Recycling and recovery companies must meet the following requirements for their bids to be eligible:

  1. Comply with the requirements laid out in the Rules of the Call and, in particular, have a valid Ecoembes approval certificate for the material involved in the bid.

  2. Those companies that have a contract or agreement with an approved recycler/recovery operator may submit a bid (evidence must be submitted). In that case, the latter's data will be taken into account. In addition, the approved recycler/recovery operator will not be able to submit its own bid or present a joint bid with any other trader. Said contract or agreement will be part of the contract if awarded.

  3. Have sufficient capacity to process the amount of material generated in the zone/plant to award, considering the limit of all the material awarded by Ecoembes of the approved capacity of the recycler (Plastic materials only).

  4. When a contract (plant/area) is terminated with a penalty, the Award Committee will not consider any bids for that same plant/area and material (light packaging and SUW) from the company whose contract was terminated.

In the case of contracts lasting 3 months or less, the bid will not be considered for the following three calls for tenders for said plant/area and material.

In the case of contracts lasting 6 months or more, the bid will not be considered for the next two calls for tenders of said plant/area and terminated material (light packaging and SUW).

In the case of PET, HDPE, Film and Mixed Plastic materials, the processing capacity of the recycler/recovery operator will be considered versus the amounts to be awarded. The amounts that may have been awarded to it on other occasions are considered. To quantify the committed processing capacity, the sum of the following will be considered:

  1. The material that the recycler/recovery operator has been awarded in any area or sorting plant during the calendar year, either directly or through a trader.

  2. The material that the recycler/recovery operator has removed from the plants, extrapolating the kilograms at the end of the calendar year, either directly or through a trader.

When in a recycling facility, the same processing line or part of it is approved for more than one of these materials, the committed processing capacity for the other material(s) will be considered in the award based on the percentage of the line that is allocated to each material.

If the material awarded is destined for an approved facility outside the European Union, the material removed will be deemed an indirect export, and the awardee shall be considered the exporter of the material.

Ecoembes reserves the right not to accept a bid if:

  • The bidding company or the approved company, if the bidding company is an "intermediary", has outstanding balances with ECOEMBES past the payment deadlines specified in the contracts.

  • The offers of those biding companies that did not send to Ecoembes the documents accrediting successive deliveries of recovered material to its final recycling destination (traceability audits) within the period established in the contracts.
