Admission criteria
Recycling and recovery companies must meet the following requirements for their offers to be admitted in awards:

Meeting the requirements established in the offer request and, in particular, having an Ecoembes approval certificate in force for the material in the offer.

Those companies that have a contract or agreement with an approved recovery/recycling agent (evidence must be submitted) may submit offers. In this case, the former’s data will be taken into account. Moreover, the approved recovery/recycling agent cannot submit its own offer nor apply with another trader. Said contract or agreement will be part of the contract in the case of becoming the awarded bidder.

Having enough capacity to process the amount of material generated in one of the plants included in the area under the scope of the offer, considering the limit of 90% of the total material awarded by Ecoembes over the approved capacity of the recovery/recycling agent (only PET and PEAD).

Upon the termination, with a penalty, of a contract (plant/area), the Awarding Committee will not consider offers for that same plant/area and material (LG and MSW) from the company that has terminated the contract.
In the case of contracts for three months or less, the offer will not be taken into consideration for the next three calls for offers for said plant/area and material terminated (LG and MSM).
In the case of contracts for six months or less, the offer will not be taken into consideration for the next two calls for offers for said plant/area and material terminated (LG and MSM).
In the case of PET, PEAD, Film and Mixed Plastic materials, the recovery/recycling’s agent capacity to treat them compared to the amounts to be awarded will be taken into account. The amounts that may have been awarded in the past will be considered. To quantify the treatment capacity committed, we will take into account the sum of:

The material the recovery/recycling agent has been awarded in any area or selection plant during the calendar year, whether directly or through a trader.

The material the recovery/recycling agent has removed from the plants, extrapolating the kilograms at the end of the calendar year, directly or through a trader.
When in a recycling facility the same treatment line or part thereof is approved for more than one of these materials, the treatment capacity committed for the other material/s will be considered in the award based on the percentage of the line each material occupies.
In case the material awarded’s destination is a facility approved outside the European Union, the removal of material will qualify as indirect export, with the awarded company becoming the exporter of the material.
Ecoembes reserves the right not to admit an offer if:

The bidding company or the approved company, in the event the bidding company is a trader, has pending balances with Ecoembes out of the deadlines foreseen in the contracts.

The bidding company or the approved company, in the event the bidding company is a trader, has not forwarded Ecoembes the documents certifying subsequent deliveries of recovered material to its final recycling destination (traceability) within the deadlines foreseen in the contracts. This condition applies only to awards whose goal material is steel, cardboard paper, aluminium and drinks/food cardboard.
